Saudi Red Sea Ras Mohaisen 300,000 m³/d SWRO Desalination Project Issued for Tender

Saudi Water Partnership Company recently issued a request for proposals (RFP) to 10 pre-qualified bidders for the Ras Mohaisen Independent Water Project (IWP). Located on the Red Sea coast about 300 km south of Mecca, the project is designed to use seawater reverse osmosis (SWRO) technology, with related supporting infrastructure, and is scheduled to reach commercial operation in the third quarter of 2026.

The shortlisted bidders comprise consortia formed by multiple international engineering and water-utility firms. The project will be developed under a concession model, with the winning bidder establishing a project company and selling all capacity and output to the Saudi water authority under a 25-year water purchase agreement. Industry observers note that the continued tendering of large SWRO projects along the Red Sea reflects the rigid investment pace of Gulf states in water security and in supply for tourism and industrial zones; for suppliers of membranes, high-pressure pumps, energy recovery devices and EPC integrators, the region remains one of the world’s largest single incremental desalination markets.

The Ras Mohaisen project sits within the sphere of influence of Saudi Arabia’s mega “Red Sea Project” tourism development zone. The area is far from the pipeline-networked eastern economic belt, acutely short of freshwater, and places very high demands on supply stability from tourism and supporting infrastructure, making large off-grid or near-grid SWRO the most practical solution. With a designed capacity of 300,000 m³/day—enough to meet the daily water needs of a population on the order of millions—it is a super-large single desalination unit, and its construction will significantly strengthen water security on the western Red Sea coast and provide foundational support for coastal tourism and industrial development.

From a technical standpoint, SWRO has become the mainstream choice for new desalination projects worldwide—especially common in the high-temperature, high-salinity waters of the Middle East—thanks to its lower energy consumption versus low-temperature multi-effect distillation (LT-MED), high modularity and short construction cycle. The core equipment of large SWRO projects includes reverse osmosis membrane elements, high-pressure membrane vessels, high-pressure pumps and energy recovery devices (ERD); the ERD, which recovers and reuses the pressure energy of the concentrated brine, is key to reducing the energy per cubic meter of water produced. In recent years, several projects along the Red Sea have also commonly been paired with renewable energy such as photovoltaics to cushion electricity-price fluctuations and lower the levelized cost of energy over the full lifecycle, which aligns closely with the “green transition” strategies of Gulf states.

For the supply chain, water-security investment under Saudi Arabia’s “Vision 2030” maintains a steady pace. Besides Ras Mohaisen, multiple SWRO projects at scales of 100,000 m³/day and above—planned, under construction or in operation—line the Red Sea and western coast, forming the world’s densest belt of large desalination construction. For suppliers of membrane elements, high-pressure pumps, energy recovery devices, instrumentation and EPC integration services, the market is huge but also highly internationalized in competition; projects commonly adopt concession models such as IWP/BOO, placing comprehensive demands on bidders’ financing capacity, track record and local-content support. The tendering of this project also continues Gulf states’ consistent approach of using market mechanisms to leverage social capital into water infrastructure, and offers equipment and service exporters a persistently visible commercial window.
